U&I Logistics - From 0:00 on February 16, 2022 to the end of March 15, 2022, Ho Chi Minh City officially operated the trial operation of an automatic system for collecting fees for use of seaport infrastructure, etc. public service and utility works in port border gates.
Previously, Ho Chi Minh City had planned to collect fees at seaports from July 1, 2021. However, due to the impact of the COVID-19 pandemic, the fee collection is delayed to October 1, 2021 and then to April 1, 2022. The fee collection delay time is also to help businesses have more time to recover from the pandemic.
The Ho Chi Minh City Department of Transport is tasked with monitoring and supervising the testing of the toll collection system, promptly handling problems and difficulties. The City Customs Department supports the connection and sharing of data on declarations and goods through the port to the toll collection system to serve the trial operation of the toll collection system
Subjects within the scope of toll collection include seaport enterprises and import-export enterprises. Particularly, water transport does not expand public infrastructure, does not cause traffic jams, so there is no need to collect tolls.
This trial is to create conditions for agencies, units and individuals within range to have early access to the port toll collection system before operating the official toll collection system from 00:00 on April 1, 2022..
The purpose of collecting fees for the use of public works infrastructure and public utility services in the port border gates in Ho Chi Minh City is to contribute to the construction and upgrading of transport infrastructure which connect seaports in the city.
With 26 ports in Ho Chi Minh City applying infrastructure fees, including:
Wharfs on Dong Nai River (Cat Lai cluster port): Container port
Seaports in the trial fee collection network include Saigon port, Tan Thuan port, Cat Lai port, Phu Huu port and Hiep Phuoc port.
For goods imported for re-export or for in bonded warehouses and transit and transshipment goods the fee is 50,000 VND (2.2 USD) per tonne for liquid and bulk cargo, 2.2 million VND (96.5 USD) for a 20- container, and 4.4 million VND (193 USD) for a 40ft container.
For goods declared outside the city, the rates are 30,000 VND (1.3 USD), 500,000 VND (21.9 USD) and 1 million VND (43.9 USD).
For imports and exports declared in the city, the rates are 15,000 VND (0.65 USD), around 250,000 VND (11 USD) and 500,000 VND
According to the scheme, the collection of seaport infrastructure fees is completed automatically online. The procedure of paying seaport fees consists of three steps:
Step 1: The fee payer shall declare goods information on the electronic Customs clearance system of the customs authority.
Step 2: The payer pays the fee by inputting the import and export customs declaration number from the customs office's declared system on the Port Authority's toll collection system.

After entering the fee declaration information, the toll collection system automatically returns information about the payable amount.
Step 3: Fee payers use 24/7 payment applications of commercial banks or e-wallets to pay fees.
The entire infrastructure fees, after deducting fees for toll collection, is remitted into the city budget, the Department of Finance coordinates with the Department of Planning and Investment to advise the City People's Committee to arrange targeted use for transport infrastructure connecting seaports (road and waterway) according to the list proposed by the Department of Transport annually approved by the City People's Committee and the City Council.
It is expected that the fee for using infrastructure, service and public utilities in the seaport border gate areas in Ho Chi Minh City in the period of 2021 - 2025 under the project is about VND 16,000 billion.
