The content is stated in the Prime Minister's directive on the resumption of production in industrial production areas in the context of COVID-19 disease prevention and control signed by Deputy Prime Minister Le Van Thanh on October 3. 

The directive stated COVID-19 pandemic has seriously affected the production and business of enterprises as well as the health and lives of people. Up to now, although the pandemic has been gradually controlled, according to reflections and recommendations of businesses, associations, industrial parks, production and supply chains have been disrupted, domestic orders have to be canceled, the labor force have been declined.

Therefore, in order to remove difficulties for businesses with the principle that production must be safe - safe for production, the Prime Minister asked enterprises to coordinate closely with the People's Committees of provinces and cities to reach agreements on plans on production, circulation of goods, travel and accommodation of workers as well as ensure absolute safety for pandemic prevention and control 

Provinces and cities, with the responsibility to be the agencies of enterprises, urgently set up a steering committee to restore production, assign specific tasks to implement and approve plans, ensuring both production maintenance and safety against pandemic.

Timely vaccinate employees, consider and decide to reopen necessary services to serve workers' lives, closely coordinate in the management and unification of workers' mobility plans in localities, ensuring safety for epidemic prevention and control, facilitating the restoration of production and business activities.

The Ministry of Health promptly issue specific regulations on distancing and COVID-19 testing in production and business at enterprises.

Timely allocate vaccines to localities, support businesses to timely access the supply of testing kits so that businesses can be proactive in medical supplies in disease control and prevention.

The Ministry of Transport guide localities in ensuring the circulation of commodities to well serve the recovery of production and business, strengthen the inspection and examination, and strictly handle violations of collectives and individuals who do not comply with regulations on goods circulation and transportation.

At the same time, The Ministry of Planning and Investment provide instructions and guidance to remove difficulties in terms of investment procedures and infrastructure development at industrial and economic zones. The Ministry of Foreign Affairs work with the Ministry of Public Security and relevant agencies to remove difficulties and hindrances, create favourable conditions for foreign experts and workers to enter the country and undergo quarantine in line with regulations of the Ministry of Health. The Ministry of Finance and the State Bank of Vietnam review and guide the implementation of policies and regulations on tax exemption and reduction, and issue mechanisms on interest rate and credit support.
