Consider charging port infrastructure fees in Hai Phong

Many business associations related to inland waterway transport have just sent a document to the People's Committee of Hai Phong City requesting exemption from fees for temporarily imported goods for re-export, goods temporarily exported for re-import, goods stored in bonded warehouses, and goods in transit. Customs clearance, border-transport, export and import goods are transported by inland waterway vehicles operating on waterway routes from August 2022.

These associations also suggested considering the exemption and reduction of fees for goods transported by sea.

In fact, since 2016, Hai Phong has issued Resolution No. 148/2016/NQ-HDND “Regulating fees for using works, infrastructure, service works and public utilities in the gate area. Hai Phong seaport”.

Regarding the proposal to reduce the fee for seaport infrastructure for waterway vehicles, the leader of the Inland Waterway Administration of Vietnam said that he had requested the Ministry of Transport to send a written request to Hai Phong for free use of the works and structures. infrastructure, service works, public utilities in Hai Phong seaport area for exported and imported goods (bulk goods, containers) transported by inland waterway transport.

According to the Vietnam Inland Waterway Administration, container transport by inland waterway vehicles in the Hai Phong seaport border gate area only uses waterways and navigational channels, not using works and infrastructure by road. the set. In the process of using bridges and wharves of port enterprises for cargo handling, the vehicle owners have to pay the wharf and wharf fees according to the prescribed tariff schedule of the ports and wharves.
